The Ministry of Finance deploys the next phase of energy conservation and emission reduction

The Ministry of Finance recently held a national financial energy conservation and emission reduction work conference in Beijing, clearly clarifying the eight major energy conservation and emission reduction priorities. The meeting stressed that in-depth promotion of energy conservation and emission reduction is an effective means to promote stable and rapid economic development, a major measure to accelerate the transformation of economic development mode, and the only way to build a resource-saving and environment-friendly society. The meeting will make arrangements for the eight important tasks that should be highlighted in the second half of this year and next year: First, do a solid comprehensive pilot project on energy conservation and emission reduction fiscal policies, and strengthen comprehensive integration of policies to form greater synergy. Second, combined with the current economic and industrial situation, we will focus on expanding the consumption of energy-saving and environmentally-friendly products and the large-scale application of domestic photovoltaic power generation. Third, comprehensively and in-depth promotion of energy-saving technology transformation, elimination of backward production capacity, construction of sewage treatment facilities supporting pipe network construction, building energy conservation, rural environmental protection, air pollution prevention and other key energy-saving emission reduction projects. The fourth is to speed up the implementation of contract energy management, carry out demonstration and promotion of advanced environmental protection technologies, and support the energy conservation and environmental protection industry to become bigger and stronger. The fifth is to speed up the cultivation and development of new energy vehicles, increase the demonstration and promotion of new energy vehicles, and promote the use of hybrid buses in large and medium-sized cities across the country. The sixth is to accelerate the development of new energy and renewable energy, and vigorously promote energy clean-up strategy with non-conventional oil and gas resources as the core, clean utilization of coal and development of renewable energy as important supplements. The seventh is to vigorously develop circular economy and cleaner production, and accelerate the formation of a resource recycling system covering the whole society. Eighth is to deepen the construction of a long-term mechanism for energy-saving and emission-reduction marketization, accelerate the reform of the tax system with environmental tax and fee reform as the core, expand the pilot program for ecological environment compensation, and actively promote the pilot of emissions trading and carbon emission trading.
