The public security agency's fire control organization shall organize inspections and random inspections according to the fire safety regulations and characteristics of the region, and shall organize supervision and spot checks before or during major fires, major festivals, or major events.

Key units of fire safety should be the focus of supervision and spot checks, and non-fire safety key units must occupy a certain percentage of the number of units that are subject to supervision and spot checks. The key fire safety units belonging to densely populated places shall be inspected and inspected at least once a year.

Before a public gathering place is put into use or open for business, the construction unit or user entity shall apply for fire safety inspection from the fire control agency of the public security organ at or above the county level where the place is located, and submit the following materials:

(i) Fire safety inspection application forms;

(2) A copy of the business license or a pre-approval notice of the enterprise name issued by the administrative authority for industry and commerce;

Before putting into use and conducting fire safety inspections for public gathering places, the following contents shall be checked:

(1) Whether the building or site passes the acceptance check of fire protection according to law or the acceptance of fire inspection for fire inspection is completed; the building or site that has been filed for fire check but does not carry out record check and inspection does not meet the fire technical standards;

(b) whether the fire safety system, fire extinguishing and emergency evacuation plans have been formulated;

(3) Whether the personnel of the automatic fire protection system are licensed to work and whether the employees pass the pre-post fire safety training;

(4) whether the fire-fighting facilities and equipment meet the fire-fighting technical standards and are intact and effective;

(e) whether the evacuation passages, safety exits, and fire truck passages are open;

(6) Whether the interior decoration materials meet the fire technical standards;

(7) Whether or not obstacles affecting escape and fire-fighting and rescue are set on the exterior wall doors and windows.

For the supervision and random inspection of the units performing the statutory fire safety duties, the following contents shall be checked according to the actual conditions of the units:

(1) Whether the building or site has passed fire protection inspection or fire inspection for completion acceptance and inspection, whether public gathering places have passed fire safety inspection before being put into use or operated;

(2) Whether the use of a building or a place is in line with the nature of use determined by the fire protection inspection or the completion acceptance and fire protection record;

(3) Whether the fire safety system, fire extinguishing and emergency evacuation plans have been formulated;

(4) Whether the fire-fighting facilities, equipment and fire safety signs are regularly organized for maintenance and repair, and whether they are intact and effective;

(5) Whether the electrical lines and gas lines are regularly maintained and tested;

(6) Whether the evacuation passages, safety exits, and fire truck passages are unimpeded, whether the fire partitions are changed, and whether the fire separation distance is occupied;

(7) Whether fire prevention inspections, fire drills, and fire safety education and training for employees are organized, and whether the automatic fire protection system operators hold certificates;

(8) Whether the place for production, storage, and operation of inflammable and explosive dangerous goods is located in the same building as the residential place;

(9) whether the places where production, storage, and operation of other articles are located within the same building as the residential sites meet the technical standards for fire protection;

(10) Other contents that need to be inspected according to law.

For densely populated places, check whether the interior decoration materials meet the technical standards for fire protection and whether obstacles affecting escape and extinguishing and rescue are set on the exterior wall doors and windows.

In addition to checking the contents stipulated in Article 5 of this article , the following items shall be inspected for the supervision and random inspection of the statutory fire safety responsibilities of key fire safety units :

(a) Whether to determine the fire safety manager;

(b) whether to carry out daily fire inspections and establish inspection records;

(3) Whether to regularly organize fire safety training and fire drills;

(d) Whether to establish a firefighting file and determine the key locations for fire safety.

For the key units of fire safety belonging to densely populated places, it shall also check whether the personnel responsible for the fire extinguishing and organization evacuation tasks in the unit's fire extinguishing and emergency evacuation plans are determined.

Before a large-scale mass event is held, the fire safety inspection at the site of the event shall focus on the following:

(1) Whether the buildings (sites) used in indoor activities pass fire protection inspection or fire inspection for completion acceptance, whether public gathering places pass fire safety inspection before use and before operation;

(2) whether the temporarily erected buildings meet the fire safety requirements;

(3) Whether to establish fire prevention and emergency evacuation plans and organize drills;

(4) Whether the fire safety responsibility division of labor is clearly defined and the fire safety management personnel determined;

(5) Whether the fire facilities and equipment on the site of the activity are fully equipped and effective;

(6) Whether the evacuation routes, safety exits, and fire truck lanes at the event site are unblocked;

(7) Whether the evacuation signs and emergency lighting at the site of the event meet the technical standards for fire protection and are effective and effective.

For the supervision and inspection of fire on large-scale personnel-intensive places and construction sites of other special construction projects, it is necessary to focus on the inspection of the construction unit to perform the following fire safety responsibilities:

(1) Whether the fire safety management personnel at the construction site are clearly defined, and whether the fire safety system, fire extinguishing and emergency evacuation plan at the construction site shall be established;

(2) Whether personnel accommodation, combustible materials, and storage of inflammable and explosive dangerous goods are installed in the construction-in-progress;

(5) Whether to organize employees' fire safety education and training and fire drills;
