The principal responsible person or legal representative of an organization, group, company, or business unit is the responsible person for fire safety of the unit. The penalties are stipulated for several acts that a unit or individual violates the rules and fails to perform fire duties. At the same time, the responsibilities for fire protection and legal responsibilities of individual industrial and commercial households with a fixed business site and a certain scale have also been clarified.

The evacuation passages of buildings, the installation of anti-theft devices for security exits, or the outdoor advertisements for buildings in buildings shall comply with fire safety regulations, and shall not affect the evacuation of people and fire-fighting and rescue; it is forbidden to occupy fire-fighting vehicle passages or fire-fighting ascents. Offenders are punished by the fire department of the public security agency.

When carrying out fire inspections, the public security department's fire control agency may, according to the specific circumstances, take temporary measures to stop dangerous locations or places that may seriously threaten public safety.
