Luo Jianhua, secretary-general of the Chamber of Commerce of the National Federation of Industry and Commerce, recently stated at the 9th China Water Summit Forum that the “Guiding Opinions on Third Party Governance of Environmental Pollution” drafted by the National Development and Reform Commission is expected to be released this month. The National Development and Reform Commission and the Ministry of Finance plan to set up a national environmental protection of 50 billion yuan. The fund provides low-interest, long-term priority loans for environmental pollution third-party governance companies, and environmental service companies are expected to welcome development opportunities.

Luo Jianhua revealed that the guidance on third-party governance of environmental pollution will be introduced in December. The opinions will clarify the four principles of environmental pollution third-party governance: “polluter pays, responsibility sharing, centralized governance, and whole process control”.

The operating model is basically determined to be two types: entrusted governance and managed operations. The difference between the two modes is whether the environmental service company owns the property rights of the pollution control facility. The former owns or partially owns the latter. The latter does not own property rights. It only accepts the custody of the sewage disposal enterprise and is responsible for the operation and management of its pollution control facilities.

At the beginning of this year, the National Development and Reform Commission entrusted the Environmental Chamber of Commerce and Industry to draft and formulate the Guiding Opinions on Third Party Governance of Environmental Pollution. In October this year, the State Council executive meeting once again emphasized the implementation of third-party environmental pollution control and promoted the government to purchase environmental monitoring services to the society.

At present, China's industrial pollution control still uses the idea of ​​“who pollutes and who governs”, and the sewage disposal enterprises solve the governance problems themselves. The data show that China's industrial pollution accounts for more than 70% of total pollution, which is the main source of environmental pollution. According to statistics, the proportion of socialized operation of industrial pollution control facilities in China is only about 5%. Compared with the 50% social sewage operation ratio, there is still much room for growth. After the introduction of third-party governance opinions, it will open up a broad market space for the third-party governance of industrial pollution.

Luo Jianhua also revealed that in order to solve the financing problem, the NDRC and the Ministry of Finance have formed a consensus that a 50 billion national environmental protection fund will be established. The fund may give priority to loans or environmental protection enterprises that implement third-party governance, adopt interest-free or low-interest loans, and extend the loan period appropriately.

In order to ensure the smooth implementation of the third-party governance model, the program proposes to explore third-party payment methods to ensure the reasonable benefits of environmental service companies.
