At present, China's industrial pollution control still uses the idea of ​​“who pollutes and who governs”, and the sewage disposal enterprises solve the governance problems themselves. The data show that China's industrial pollution accounts for more than 70% of total pollution, which is the main source of environmental pollution. According to statistics, the proportion of socialized operation of industrial pollution control facilities in China is only about 5%. Compared with the 50% social sewage operation ratio, there is still much room for growth. After the introduction of third-party governance opinions, it will open up a broad market space for the third-party governance of industrial pollution.

Luo Jianhua also revealed that in order to solve the financing problem, the NDRC and the Ministry of Finance have formed a consensus that a 50 billion national environmental protection fund will be established. The fund may give priority to loans or environmental protection enterprises that implement third-party governance, adopt interest-free or low-interest loans, and extend the loan period appropriately.

In order to ensure the smooth implementation of the third-party governance model, the program proposes to explore third-party payment methods to ensure the reasonable benefits of environmental service companies.
