Pesticide Labeling and Specification Management
Chapter 1 General
Article 1 To standardize the management of pesticide labels and manuals and improve the pesticide registration system, these Measures are formulated in accordance with the Regulations on the Administration of Pesticides and the Measures for the Implementation of the Regulations on the Administration of Pesticides.
Article 2 The labels and specifications of pesticide products sold within the territory of the People's Republic of China shall comply with the provisions of these Measures.
Article 3 The term "labels and manuals" as used in these Measures refers to the descriptions of the content of pesticides in words, figures and symbols on or in packages of pesticides.
Pesticide products should be printed or labeled on the surface of the package. If the product packaging size is too small and the label fails to label the contents of these Measures, it shall be accompanied by corresponding instructions.
Article 4 The pesticide labels and instructions are reviewed and approved by the Ministry of Agriculture at the time of pesticide registration. To apply for registration of pesticides, you must submit sample labels for pesticide products. If there is any inconsistency between the description and the contents of the label, the specification sheet should be submitted at the same time. The applicant shall be responsible for the authenticity, scientificity and accuracy of the contents of the label and the instructions.
The Ministry of Agriculture, while making the decision on granting pesticide registration, announced the contents of the pesticide label and instructions. Labels and brochures are marked on the approval date and stamped with the “Plastic Registration and Approval of the Ministry of Agriculture of the People's Republic of China.â€
Article 5 The contents of labels and manuals shall be true, standardized and accurate, and their characters, symbols and patterns shall be easy to read and read, and shall not be modified or supplemented by such means as pasting, cutting or altering.
Article 6 The label and the specification shall use the standardized Chinese characters published by the State, and may use Pinyin or other words simultaneously. The meaning of other written expressions should be consistent with Chinese characters.
Chapter II Contents of Labeling
Article 7 labels shall indicate the names of pesticides, active ingredients and contents, dosage forms, registration numbers of pesticides or temporary registration numbers of pesticides, pesticide production license numbers or pesticide production approval document numbers, product standard numbers, company names and contact information, Date of manufacture, product lot number, expiration date, weight, product performance, use, use technology and usage, toxicity and labeling, precautions, first-aid measures for poisoning, storage and transportation methods, pesticides, pictograms, and other approvals required by the Ministry of Agriculture The content of the annotation.
If the product is attached to the instruction manual, the specification shall indicate all the contents specified in the preceding paragraph; the label shall at least indicate the pesticide name, dosage form, pesticide registration number or temporary pesticide registration number, pesticide production license number or pesticide production approval document number, product standard No., weight, production date, product lot number, expiration date, company name and contact information, toxicity and labeling, and indicate “see details in the manualâ€.

The labeled pesticide product shall have the same label as that used by the manufacturer, and shall also indicate the name and contact information of the subpackage enterprise, the number of the registration certificate of the subpackage, the production license number of the subpackaged pesticide, or the approval number of the pesticide production, Dispensing date, valid from the date of production.
Article 8 Names of pesticides should be given a common name or a simplified common name. Directly used sanitary pesticides should use functional description words and dosage forms as product names. Pesticide naming conventions and lists are stipulated separately.
For pesticide formulations that have not yet been listed, the applicant shall propose the name of the pesticide to the Ministry of Agriculture in accordance with the naming convention of pesticides, and the pesticide may not be used unless it is approved by the Ministry of Agriculture.
Article 9 In the case of direct sales of imported pesticide products, the pesticide production license number or the pesticide production approval document number or product standard number may not be marked.
Article 10 The name of an enterprise refers to the name of the manufacturer, and the contact information includes the address, zip code, and telephone number.
Imported pesticide products should be marked in Chinese with the name of the country of origin (or region), the name of the producer, and the name, address, postal code, and telephone number of the office or agency in China.
Except for the name of the organization as provided for in these Measures, the label may not be labeled with the names of any other organization.
Article 11 The production date shall be marked in the order of year, month and day. The year shall be represented by four digits, and the month and day shall be represented by two digits respectively.
Article 12 The validity period is expressed as the product quality guarantee period, effective date or expiration date.
Article 13 The weight shall be expressed in the national legal measurement unit. Liquid pesticide products can also be expressed in volume; special pesticide products can be expressed in an appropriate way according to their characteristics.
Article 14 The product performance mainly includes the basic properties, main functions, and features of the product. The description of the performance of the pesticide product must not be inconsistent with the scope of use of the pesticide registration and the object of control.
Article 15. Uses, use techniques, and methods of use mainly include applicable crops or use areas, control objects, application periods, doses, times, and methods.
When used in field crops, the dosage is expressed in terms of the amount of preparation used per hectare of the product, and the amount of mu preparation or dilution factor is indicated in parentheses. When used for trees and other crops, the dosage is expressed as the total active ingredient concentration value, and the formulation dilution multiple is indicated in parentheses; the use dose of seed treatment agent is expressed as the ratio of pesticide to seed mass. For pesticides with special use, the use of doses should be consistent with the approval of pesticide registration.
Article 16 Toxicity is classified into five levels of highly toxic, highly toxic, moderately toxic, lowly toxic, and slightly toxic, with the words “(Editor’s Note: see the manuscript here in the manuscript)†and the words “Very toxicâ€, “(Editor's Note). If the toxicity level of a highly virulent or highly toxic pesticide raw product processed is not the same as the highest level of toxicity of the original drug, the highest toxicity level of the original drug used shall be indicated in parentheses.
Article 17 Attentions should be marked as follows:
(I) Pesticides in Daejeon
1. If the use of the product requires a clear safety interval, the interval between the use of the safe interval and the maximum number of application times for each production cycle of the crop should be indicated;
2. If there is an impact on the production of the crop after the crop has been affected, it shall be marked with the effect and crops that can only be planted or crops that can not be planted by the crop, and the time interval;
3. If it is prone to produce phytotoxicity to crops or is susceptible to pests and diseases, it should indicate the main reasons and methods of prevention;
4. If the beneficial organisms (such as bees, birds, silkworms, cockroaches, natural enemies, and aquatic organisms such as fish and otters) and the environment are likely to have adverse effects, they should be clearly stated and the precautions for use and the cleaning requirements for the application instruments should be marked. , residual medicines and waste disposal methods;
5. If it is known that it cannot be mixed with other pesticides and other substances, it should be marked;
6. If spillage or personal injury occurs when the package is opened, the correct opening method shall be marked;
7. The safety precautions that should be taken when applying;
8. Forbidden crops or ranges specified by the pesticide country.
(b) Sanitary pesticides
If it is easy for humans, animals, or the environment to cause harm, precautions should be stated and marked.
Article 18 The first-aid measures for poisoning shall include the symptoms of poisoning, accidental feeding, inhalation, splashing in the eyes, and first-aid and treatment measures after the skin is contaminated with pesticides.
Where there are special antidotes, they should be marked and marked with medical advice.
If conditions are available, the first aid consultation telephone number for poisoning may be marked.
Article 19 The method of storage and transportation shall include the requirements for environmental conditions such as illumination, temperature, humidity, ventilation, etc. during storage and precautions for loading, unloading, and transportation, and shall be aware of the goal of “staying away from children†and “not with food, beverages, food, "Feeding and other mixed storage" and other warning content.
Article 20 Pesticide categories shall be indicated by the corresponding characters and characteristic color signs.
Different types of pesticides are marked with a characteristic color-coded strip that does not fade and is parallel to the bottom edge at the bottom of the label.
Herbicides are indicated by the word "herbicide" and green tape; insecticides (defectives, molluscs) are indicated by "insecticides" or "acaricides", "molluscicides" and red bands; sterilization (nematodes) The agent is indicated by the word "bactericide" or "nematicide" and the black band; the plant growth regulator is indicated by the words "plant growth regulator" and the dark yellow band; *** is the word "***" and blue The band indicates; insecticides/bactericides are indicated by the words “insecticide/bactericideâ€, red and black bands. The descriptive text of pesticides should be embedded in the sign strips, and the color contrasts with its formation.
Article 21 Pictograms shall be selected in accordance with the requirements for the safe use of products, but shall not replace the necessary written instructions in the label.
Pictograms should be arranged according to the actual operational requirements and order of the products, including storage pictograms, operational pictograms, advisory pictograms, and warning pictograms. Pictograms should be printed in black and white, generally at the bottom of the label, and their dimensions should be consistent with the size of the label.
Article 22 The label of the original drug product may not be marked with the use of technology and its use.
Article 23 The directly used sanitary pesticides may not be marked with characteristic color signs and pictograms.
Article 24 Labels shall not be marked with any words, symbols, or designs with the colors of advertisements or advertisements, and shall not be marked with corporate awards and honorary titles. If it is otherwise stipulated by laws, regulations or rules, it shall be stipulated.
Chapter 3 Production, Use and Management
Article 25 Poisonous and highly toxic pesticide products may not use packaging similar to pharmaceutical products (such as oral liquids). Where other pesticide products are packaged similarly to pharmaceutical products, the labels shall be marked with obvious warning content or pictograms.
Article 26 The font height of the Chinese characters on the label shall not be less than 1.8 mm, and the toxic label shall be prominent.
Article 27 The names of pesticides shall be prominent and prominent. The font, font size, and color shall be the same and meet the following requirements:
(1) For the horizontal label, the middle position should be clearly marked in the upper third of the label; for the vertical label, the middle position in the right third of the label should be clearly marked;
(2) It is forbidden to use cursive characters such as cursive script and regular script, and it is not allowed to use fonts such as italics, hollows, and shadows to modify the fonts;
(3) The font color should be strongly contrasted with the background color;
(4) Writing without scoring, except for the limitation of the size of the package, which cannot be written by peers.
Article 28 The active ingredient, content and dosage form should be awake and marked with the name immediately below the name of the pesticide (horizontal label) or on the left side (vertical label). (The directly used sanitary pesticide can no longer be labeled with the name of the formulation.) ), The font height must not be less than half of the name of the pesticide.
Mixed formulations should be labeled with the total active ingredient content and the generic name and content of the various active ingredients. The common name and content of each active ingredient should be awake to the target directly below the pesticide name (horizontal label) or on the left (vertical label). The font, font size, and color should be the same. The font height must not be less than two-fold of the pesticide name. one.
Article 29 Where a label uses a trademark or an enterprise's award and honorary title that are permitted to be used by the enterprise, it shall be marked on the side or corner of the label; if the word contains a word, the area of ​​its single word shall not be larger than the single character area of ​​the name of the pesticide.
Article 30 The unregistered scope of use and the patterns, symbols, and characters of the objects to be controlled shall not appear on the labels and instructions.
Article 31 With regard to the approved labels and instructions, pesticide production and operators shall not change the content of the label without authorization. If it is necessary to revise the label and the specification, it shall be reported to the Ministry of Agriculture for re-approval.
The Ministry of Agriculture may require the pesticide manufacturer to modify the label and instructions and re-approve the issue based on the safety and effectiveness of pesticide products.
Article 32 Where an application for changing the contents of a label or description is made, it shall explain in writing the reason for the change and submit the modified label and specification sheet. The Ministry of Agriculture will complete the review within 20 working days, and the review will be approved for publication.
Applicants should return original labels and brochure samples when they receive re-approved labels and brochure samples.
Article 33 After three months of re-approval of the label and instructions, the pesticide production enterprise may not continue to use the original label and instructions.
Article 34 Any violation of these Measures shall be punished in accordance with the relevant provisions of the Regulations on the Administration of Pesticides.
Chapter IV Supplementary Provisions
Article 35 The present Measures shall come into force on January 8, 2008. If the registered label or manual is inconsistent with the present Measures, it shall apply to the Ministry of Agriculture for re-approval. Since July 1, 2008, pesticide products produced by pesticide production companies must not use labels and instructions that do not comply with the provisions of the present Measures.
